How to setup WordPress locally within 30 minutes

Due to popular demand on wordpress installation by locally, so I have posted this very short guide so that easier for those newbie to set up PhP with mySQL. Firstly, of cos you need the wordpress setup file which can be found at www.wordpress.com (so far, latest wordpress 2.5), after that, you need to download the XAMPP for windows.
